Are the GID torturing suspect secretly on behalf of the CIA?

Th Washington Post is reporting that Jordanian Intelligence Department has tortured some Arab National from Yemen and Sudan that were arrested in Pakistan and Afghanistan; and eventually were flown to Amman to be tortured. why the GID is doing this dirty and immoral work for the CIA? and what is the price the GID receiving from this fiasco and scandal?
